Jason Zhu 1c5d2cdba8 tools: programmer_image_tool: add version v1.0_20210204 ...

This tool is used to make loader.bin as idb image.

Usage:
	./programmer_image_tool -i loader.bin -b 256 -p 4 -t emmc
