Heinrich Schuchardt 8d2c311ce6 spl: CONFIG_SPL_PCI_PNP should depend on CONFIG_SPL_PCI 
CONFIG_SPL_PCI_PNP=y without CONFIG_SPL_PCI=y makes no sense.
