Tom Rini b166f0449c spi: altera_spi: Do not abuse CONFIG namespace ...

The value CONFIG_ALTERA_SPI_IDLE_VAL is never re-defined by a board.
Rename this to ALTERA_SPI_IDLE_VAL.
