Christophe Leroy 60dcbecfe0 board: cssi: Use HAVE_VENDOR_COMMON_LIB logic ...

Instead of cross using cross-directory makefile directives,
add a Makefile in board/cssi/common/ directory in order to
benefit from HAVE_VENDOR_COMMON_LIB logic.
