rk3528: spl: Update version to v1.06

Build from:
	3aa32998d6d mmc: dw_mmc: synchronize upstream code to calculate data transmission timeout

Build command:
	./make.sh rk3528 --spl-new --spl-fwver v1.06

Main update feature:
	SPL supports dynamically booting either 32-bit or 64-bit U-Boot.
