gpio: tegra_gpio: convert to use set_flags

Browse Source 
Convert to use set_flags operation.

For now following flags are supported:
- GPIOD_IS_AF (i.e. "alternate function").
- GPIOD_IS_IN
- GPIOD_IS_OUT
