imx8mp_evk: Fix the ND mode VDD_SOC voltage

The 'CONFIG_IS_ENBLAED' check only works when there is a
CONFIG_SPL_IMX8M_VDD_SOC_850MV config a option is defined and enabled.
So use the 'IS_ENABLED' macro instead to fix the ND mode VDD_SOC voltage.
