arm: mediatek: build u-boot-mtk.bin only if needed

Not all MediaTek platforms needs u-boot-mtk.bin.

This patch will let u-boot generates u-boot-mtk.bin only if
CONFIG_MTK_BROM_HEADER_INFO is not empty.
