Rasmus Villemoes f0ba1435a8 mips: drop unused prefetch code and logic 
AFAICT, CONFIG_CPU_HAS_PREFETCH has never existed as a proper Kconfig
symbol in U-Boot, nor has any board include file ever defined it.
