Luca Weiss 0661dc3305 clk/qcom: Add Milos clock driver ...

Add Clock driver for the GCC block found in the Milos SoC.

The qcom-snps-eusb2-hsphy driver requires the TCXO frequency ("ref"
clock), so we need to pass that as well.
